The 501(c)(4) organization marks another bet by crypto firms on dedicated policy shops, following the DeFi Education Fund and similar efforts, but positions itself as distinct through its specific focus on DeFi expertise for Congress and federal agencies.
Chervinsky spent years building the industry's Capitol Hill playbook. He served as Chief Policy Officer at Blockchain Association during the FTX fallout and pioneered the "progressive decentralization" regulatory strategy as General Counsel at Compound Labs. That framework became widely adopted across DeFi protocols seeking regulatory clarity. His career started at Baker McKenzie LLP handling AML compliance before moving to Kobre & Kim LLP for crypto securities litigation.
The policy center said the U.S. faces a large challenge to rewrite rules for DeFi's new chapter. Chervinsky has advocated for the Clarity Act as a potential framework and argued that "boring" regulation could actually benefit the crypto industry. The center hired Policy Counsel Brad Bourque, formerly of Sullivan & Cromwell, and Policy Director Salah Ghazzal, former policy lead at Variant.
Hyperliquid achieved trading volumes rivaling Binance and Coinbase in under three years. The exchange's rapid growth gives its policy center credibility when discussing perpetual derivatives markets with regulators who often lack technical understanding of on-chain trading mechanisms. Chervinsky gained industry prominence through a viral Twitter thread on Bitcoin ETFs and his advocacy during the 2021 infrastructure bill debates.
